New Local Heritage Framework
The Town’s new Heritage Framework, comprises of a new Local Heritage Survey (replaced the previous Municipal Inventory), Heritage List and Local Planning Policy 34 – Management of Heritage Places. What is a Local Heritage Survey?
The Town’s Local Heritage Survey celebrates a range of significant local heritage sites within Mosman Park. This includes both public and private buildings, such as shops, churches, schools, and monuments, as well as natural features like reserves and trees. These sites tell the story of Mosman Park’s development over time and reflect the rich history of our community.
If a building or place is deemed to have cultural heritage significance, it will be assigned a Management Category from 1 to 5. Categories 1 and 2 represent places of exceptional significance, while Categories 3, 4, and 5, though of lesser significance, still play an important role in preserving and sharing the story of Mosman Park.
The Local Heritage Survey is an information resource only and places in it are not afforded statutory protection. Protection is only applied to places on the Town’s Heritage List.
What is a Heritage List?
Places assigned a Category 1 or 2 hold the highest heritage significance in the Town and are included on the Town’s Heritage List. This listing is provided with statutory protection under Local Planning Scheme No. 3, meaning any proposed modifications, additions, or demolition requires planning approval.
Local Planning Policy 34 – Management of Heritage Places (LPP34)
The Town’s Local Planning Policy 34 provides guidance on how the most significant heritage places, listed on the Town’s Heritage List, can be developed while preserving and enhancing their heritage features and values. The policy also requires a Heritage Impact Assessment (HIA), prepared by a heritage professional, to accompany any planning application for works or demolition.
A HIA evaluates how proposed changes may affect a heritage site. It identifies key heritage elements, recommends ways to minimise impacts and ensures development balances conservation with adaptation allowing heritage sites to evolve to meet current uses whilst preserving their historical and cultural significance.
Background
In 2014, Council adopted the Town’s Municipal Inventory for Heritage Places and the Town’s Heritage List.
The Town was awarded a Heritage Consultancy grant of $20,000 from the Department of Planning, Lands and Heritage in 2022. The grant funding enabled the Town to have a new Heritage Framework prepared by Element consultants consisting of a new Local Heritage Survey (replacing the MI), an updated Heritage List and a new Local Planning Policy 34 – Management of Heritage Places.
