Planning Strategies

Planning strategies enable Council to determine the vision and strategic planning direction for the Town over the short, medium and long term.

Our Local Planning Strategy is the overarching strategic document guiding the Town’s development. The Town is currently developing a number of sub-strategies to further inform and guide development and strategic projects within the Town.

 

Our current Local Planning Strategy was adopted in 2013. The strategic direction outlined was implemented through our Local Planning Scheme No. 3, which was gazetted in February 2018.

The Town has developed the Public Open Space Strategy to ensure the future protection, provision and management of valuable public open space sites that meet the ongoing needs of the community.

The Town has a unique blend of parks, reserves and civic spaces within its boundaries. These public open spaces provide our community with space to exercise, socialise and participate in recreational, art and cultural activities.  Public open space is land that is freely accessible by the community for a variety of purposes.

The Town’s Public Open Space Strategy acts as a guiding framework to assist the Town to plan and prioritise future investment, development and improvements in our public open spaces for the next 10-15 years.

A community needs analysis considers what services and facilities a local community will need to support their population.

To undertake a needs analysis, we look at the current provision of community facilities and services, current and projected population data trends, waitlists and other indicators as well as speaking with the community and key stakeholders to understand their needs.

Once a comprehensive community needs analysis report has been produced, priority assets, spaces, services and programs can be properly identified. This provides a solid framework for defining ‘community benefits,’ which would be highly valued by the local community and able to be delivered by either the local authority or via private development in line with the planning system.

The Town engaged element to assist in the development of a community needs analysis to primarily function as an independent, evidence-based source that can be used to advocate for the delivery of priority community infrastructure, facilities, and services, either independently of the Town and/or in partnership with the Town.

Council adopted the completed community needs analysis at the Ordinary Council Meeting of 25 October 2022.
