Planning a better Mosman Park – Laneway Policy Review
The Town is undertaking a review of the existing planning framework around our laneways (LPP04) in light of the new development and subdivision opportunities that Local Planning Scheme No. 3 has brought about.
UPDATE – December 2019
At the Ordinary Council Meeting of November 26, 2019 Council resolved to adopt LPP04 – ‘Laneway Vision and Development Standards and Subdivision Requirements for Lots Adjoining Laneways’. The revised policy will become effective from 7 December 2019.

UPDATE – May 2019
Feedback from the majority of communities abutting lanes has now been received. A revised draft policy has been prepared and will be presented to Council at the June round of meetings for in principle support to advertise.
A small number of residents abutting certain lanes will not have received letters as there are outstanding issues concerning 7 lanes in particular. These residents will be provided with an opportunity for consultation and will be directly contacted following the June Council meetings.
UPDATE – January 2019
In response to the submissions received through the consultation, the Town has taken an in-depth review of each laneway to understand their unique characteristics.
Over the coming weeks, if you abut a laneway you will receive a letter from the Town detailing proposals for your lane and seeking your comment.
Once we receive feedback by mid April, the information will be presented to Council in the form of a revised policy seeking endorsement for advertising. More details will be provided at this time.

As we received a number of enquiries to our previous correspondence, we have compiled a list of frequently asked questions, are holding a Community Information Session and are extending the consultation period to 6 June 2018.

Thank you for all the submissions received to date, which have already provided valuable information about individual laneways and will assist the Town to continue to refine the policy.
Public consultation open
Laneways have been reviewed and categorised into two streams which influences how the Town will treat them moving forward. You may have received a letter from the Town notifying you of this review and which category laneway your property abuts. Please note these categories are still under review and the final categorisation will be informed through submissions.
Under the current policy that has been in place since at least 2001, all laneways are required to be widened to 6.0m, which means that land from adjoining properties is required to be given up at the time of subdivision for laneway widening. The major outcome of this review is that some laneways will no longer be subject to widening requirements.
Category A laneways are:
- necessary to support movement through the Town;
- located within Development Investigation Areas under the Local Planning Strategy where urban infill development will take place; and,
- of high priority for widening and streetscape activation.
Category B laneways are:
- located outside of Development Investigation Areas under the Local Planning Strategy where minimal infill is expected;
- not considered to be essential for vehicle movement in the area;
- not required to be widened; and,
- potentially able to be closed fully or in part over time.
To be clear, for those abutting a Category A laneway, land for widening is only provided to the Town when you choose to subdivide your property. If you do not subdivide, then the laneway next to your property does not get widened.
We are not going to remove anyone’s fence, garage, shed, garden or trees ahead of you commencing the subdivision process.
Other changes include subdivision lot layout requirements and revised development standards. These will help to create pleasant laneways with well-designed infill development.
