Carissa Bywater’s dedication and passion for the local communities in which she has served has seen her lead all aspects of business, finance and corporate strategy across Australia including Forbes Shire Council in New South Wales, City of Bayswater in Western Australia and, now, the Town of Mosman Park. Carissa was appointed the Chief Executive Officer at the Town of Mosman Park in July 2019. Providing the Mosman Park community, with lifestyle outcomes second-to-none, is what drives, influences and rewards her every day. Carissa has a Bachelor of Business majoring in accounting, postgraduate qualifications and an MBA.
Gray Stead
Chief of Operations
As Chief of Operations, Gray is responsible for the renewal, maintenance and replacement of the Towns valuable assets. From resurfacing a road, installing a new playground, or invigorating a garden he is responsible for the visual and functional amenities in the Town. Gray feels that the Town of Mosman Park has inspirational natural areas, parks, and streetscapes and strives to offer the same services as larger local governments with far fewer resources.

Ross Minett
Chief of Urban Planning and Development
As Chief of Urban Planning and Development, Ross manages the teams in Statutory and Strategic Urban Planning, Building and compliance services, and Environmental Health. Ross and his team work to ensure that planning permits, building permits, and compliance for food premises are all regulated. To Ross, Mosman Park is a location and community of opportunity. Situated between river and sea, and with the neighbouring suburbs of Fremantle and Cottesloe, Mosman Park is prime located to offer a great mix of diverse housing, public transport and an evolving town centre at Glyde Street.
