Activity on thoroughfare

Storage of materials on the verge and road is largely required where limitations occur within a properties boundary.

Activity on Thoroughfare (Also previously known as Activities on Road or Verge)

The Town requires a Permit for Activity on Thoroughfare (PAT) application in accordance with the Local Government Act 1995, to ensure that the materials being stored and their location have minimal to no impact on public assets, public safety, visual amenity and streetscape and other works (planned or emergency) occurring in the area.

A permit for Activity on Thoroughfare is required where a person utilises the verge and/or road for the storage of one or more of the following:

  • skip bin
  • crane
  • sea container
  • temporary fencing
  • scaffolding
  • sand/mulch/loose material
  • other building materials (bricks, paving etc.)

*A PAT application does not provide permission for the parking of construction vehicles on the verge or road.

Traffic Management Plan

Where an object is placed on or obstructs a road, a Traffic Management Plan (TMP) is required to ensure access and safety of road users is maintained. To ensure pedestrian safety, the TMP should include all pedestrian detours and management where a footpath is obstructed or pedestrian access is restricted. TMP’s are to be developed in line with the relevant Main Roads WA Code of Practice.

Please note as per the Towns current fees and charges review of TMP’s incur a fee.
