The Town’s Design Review Panel (DRP) has re-formed for 2024-26, following Council endorsement at the July Ordinary Council Meeting.
The DRP is advisory in nature and does not make any decisions on development applications. Our Panel members instead play an important role in guiding the architectural and design aspects of major developments within the Town. Their independent and impartial expert opinions ensure that future development in the Town is built to a high design standard and are consistent with the objectives of the Town’s Local Planning policies, Strategies and Structure Plans.
The Panel will be responsible for providing the Town with expert, impartial and independent advice on architecture, urban design, urban/transport planning, landscape architecture, heritage conservation, sustainable design, civil, structural and/or services engineering, accessibility, and public art matters relating to proposed developments.
A total of 17 applications were submitted as part of the Expressions of Interest process by the Town in February 2024. In shortlisting applicants, the Town ensured there was a broad representation of fields including urban design, architecture, landscape architecture, heritage, sustainability and traffic management.
The following individuals have been appointed to the Town’s 2024-26 Design Review Panel:
Munira Mackay (Chair)
Munira is a qualified Urban Designer with 40 years of experience in the development industry. In the UK, Munira worked as a registered Architect on numerous residential projects. In Perth, their urban design career has included roles in State Government, Mirvac, and since 2004, as Director of Mackay Urban Design. Munira’s expertise includes membership or chairing seven Design Review Panels, including the State Design Review Panel, and serving on Development WA’s Land Redevelopment Committees. She has led place-making studies with community engagement, prepared and assessed design guidelines, and served as a Sessional Academic at Curtin University. Munira has been a member of the Mosman Park DRP since 2019 and is delighted to continue as the Chair.
Brett Wood-Gush (Deputy Chair)
Brett has a unique blend of expertise in the built environment, holding degrees in urban planning, urban design, and architecture. He has delivered significant urban design projects both locally and internationally. A Fellow of Leadership Western Australia and the Planning Institute of Australia, Brett has also served as State Manager of the Australian Institute of Architects. He is a founding member of Urban Design Forum WA and an accomplished mentor, educator, and design awards judge. As Director of Insight Urbanism, Brett focuses on urban design and community engagement. He enjoys combining his professional pursuits with travel and photography.
Tony Blackwell
Tony has over 40 years of experience as a landscape architect and urban designer. After earning his degree in Canberra, he worked in Sydney with Bruce Mackenzie & Associates on projects such as Sir Joseph Banks Park, the Australian Defence Force Academy, and Brisbane International Airport. In 1987, Tony founded Blackwell & Associates in WA, earning over 50 local and national design awards. He also served as Winthrop Professor of Landscape Architecture at UWA (2013-2015). Tony now contributes to 17 different State and Local Government Design Review Panels, where he seeks to improve the natural and built environment.
Peter Damen
Peter is the Principal and Managing Director of Level 5 Design Pty Ltd. He is a recognised expert in emerging transport technologies, sustainable building infrastructure, waste recycling, and road construction innovation. With over 30 years of experience, Peter has been involved in some of Australia’s largest infrastructure projects. He is a Director of Innovate Australia, Alliance Director of the Green Deal Alliance, and Program Director of the Sustainability Waste Alliance Innovation Hub. He sits on several Design Review Panels, including those for the City of Stirling, the City of Belmont, the City of Swan, the Town of Port Hedland, and most recently, the Town of Mosman Park.
Andrew Howe
Andrew is a Town Planner and Urban Designer with over 35 years of experience in both the private and public sectors. As a Director of Element Advisory, he works on a wide range of projects, ensuring the best outcomes for clients, stakeholders, and the wider community. Andrew excels in design management and review, with over 20 years of experience in similar roles.
Marion Fredriksson
Marion has a degree in Architecture and 30 years of experience in the WA design profession, specialising in master planning and urban design. She has worked on multidisciplinary projects that integrate planning, urban design, architecture, and landscape architecture. Marion is passionate about preserving local context (cultural, natural, and built), supporting community engagement, enhancing biodiversity, expanding tree canopy coverage, and promoting sustainable transport options like walking, cycling, and public transport. She also values the role of art and culture in design.
Flavia Kiperman
Flavia is a practising heritage architect in Western Australia, Director at Element Advisory Pty Ltd, member of various DRPs, and the Heritage Council of WA. She is a former Vice-President of Australia ICOMOS. Flavia has extensive experience in cultural heritage, emphasising equity and balance. By engaging with Traditional Owners, she ensures shared history is reflected in cultural heritage places. Her focus includes heritage sustainability, energy efficiency, and developing appropriate management processes and design methodologies.
